In the Byzantine Empire, an exarch was a governor with extended authority over a province at some distance from the capital Constantinople. The prevailing situation frequently involved him in military operations.
In the Eastern Christian Churches (Orthodox, Oriental Orthodox and Eastern Catholic), the term exarch has two distinct uses: the deputy of a patriarch, or a bishop who holds authority over other bishops without being a patriarch (thus, a position between that of patriarch and metropolitan); or, a bishop appointed over a group of the faithful not yet large enough or organized enough to be constituted an eparchy/diocese (thus the equivalent of a vicar apostolic).
Today, the Holy Father created an Apostolic Exarchate for Syro-Malabar Catholics resident in Canada, and appointed the first Exarch for this new Exarchate in the person of Reverend Jose Kalluvelil, who until now was part of the clergy of the Eparchy of Palghat (India), and assigned to the newly-appointed Exarch the titular See of Tabalta.
Father Jose Kalluvelil was born on November 15, 1955 in Thottuva, in the Eparchy of Palai (India) and entered the minor seminary of Trichur. Having completed his schooling at Saint Thomas Apostolic Seminary in Kottayam, he was ordained a priest for the Eparchy of Palghat on December 18, 1984.
Having served in various parishes and also as Director of Colleges for young boys, he was then named Eparchial Director of Catechesis. He has completed a Doctorate in Catechetical Theology at the Pontifical Salesian University.
He then continued his pastoral service in his native land and was named pastor of the Cathedral of Saint Raphael in Palakkad (India). Since 2013, he has been living in Canada and serving as chaplain to the Syro-Malabar faithful in Toronto. Besides his native Malayalam and English, he also speaks Italian and German.
Some data about the new Exarchate
The Exarchate covers all of Canada, where since 1960 there has been a continual presence of Syro-Malabar Catholics. On February 16, 2001, when the first Bishop of the Eparchy of Saint Thomas the Apostle of Chicago for Syro-Malabar Catholics, His Excellency, Jacob Angadiath was appointed, he was designated also as Apostolic Visitator for the faithful of that Church who are resident in Canada.
There are currently approximately 9,000 Syro-Malabar Catholics present in Canada, including 15 priests, three of whom are Religious.
The See of the newly erected Circumscription will be in Mississauga, a city located West of Toronto.
