This morning at the Vatican, the Prime Minister of the Democratic Republic of Timor-Leste visited with the Holy Father.
Meanwhile, at 10:30am today, in the Treaty Hall at the Vatican Apostolic Palace, His Eminence, Pietro Cardinal Parolin, Secretary of State; and His Excellency, Mister Rui Maria de Araújo, Prime Minister of the Democratic Republic of Timor-Leste exchanged instruments of ratification of the Accord which was signed in Díli on 14 August 2015 between the Holy See and the Democratic Republic of Timor-Leste, which permanently sets out the legal framework for relations between the Holy See and the Democratic Republic of Timor-Leste, as well as between the Catholic Church and the Timorese State.

His Excellency, Mister Aderito Hugo da Costa, Vice-President of the National Parliament; His Excellency, Roberto Sarmento de Olivera Soares, Deputy Minister of Foreign Affairs and Cooperation; His Excellency, Egas da Costa Freitas, Ambassador to the Holy See; and His Excellency, Armindo Pedro Simões, Director for Europe, Africa and the Middle East of the Ministry of Foreign Affairs and Cooperation.
With this exchange of instruments of ratification, the Accord, which consists of a Preamble and 26 articles, enters into effect, in accordance with Article 26.
During the ceremony of exchanging instruments of ratification of the Accord between the Holy See and the Democratic Republic of Timor-Leste, His Eminence, Pietro Parolin, the Cardinal Secretary of State delivered the following speech:
Mister Prime Minister,
Ladies and gentlemen,
I wish to thank you for the courteous witnesses of esteem that you demonstrated a few moments ago. In addition, I would like to express once again my gratitude for the welcome which you, Mister Prime Minister, together with the other government and ecclesial Authorities from your country have shown me during my visit to Díli last August, as His Holiness' Special Envoy for the celebration of the 500th year of evangelization of your island.
The solemn act that we are accomplishing today, through the exchange of instruments of ratification, confirms the entry into force of the Accord between the Holy See and the Democratic Republic of Timor-Leste, which was signed in the context of those above-mentioned national festivities.
Taking account of the historical and current role which the Catholic Church plays in the life of your nation and the deep roots of the Catholic religion in Timorese society, this Accord establishes in a permanent manner the legal framework, the relations both between the Holy See and the Democratic Republic of Timor-Leste and between the Catholic Church and the Timorese State. This is the fruit of years of negotiations, supported by a common spirit of dialogue, of collaboration and of constant search for the most appropriate legal instruments to sanction State recognition of the service that the Catholic Church offers to the Timorese people. This commitment relates to the spiritual realm as well as to that of education, solidarity, assistance to those who are most vulnerable and many other activities that contribute positively to the integral growth of your beloved people.
With the legal instrument of this Accord now in place, the Catholic community will be able to extend efforts with greater solicitude for the good of all peoples. In this respect, it should be noted that the Church does not seek special privileges but rather desires to offer a free and creative contribution toward the edification of a society that is ever more harmonious, animated by justice and peace. Naturally, the ecclesial mission can be even more fruitful and insightful if the principles contained in this Agreement are fully accepted and applied by both parties.

with these sentiments, I wish to thank all those who have worked to ensure the success of these negotiations and to entrust the dear people of the Democratic Republic of Timor-Leste to the maternal protection of Immaculate Mary, your celestial patroness.
